The University of the Philippines Center for Local and Regional Governance after conducting the nationwide search for the Most Outstanding Provincial, City and Municipal Mayors, gave the outstanding municipal mayor award to Mayor Maximo M. Estela, MD of Sto. Tomas at the awarding ceremonies held at the Pecson Room, Senate of the Philippines Building in Pasay City, Metro Manila.


Estela was one of the finalist in the Outstanding Municipal Mayor category in this year’s Local Government Leadership Award (LGLA).

His exemplary work in successfully implementing the Republic Act 9003, also known as the Ecological Solid Waste Management Program among other of his achievements was the highlight of his administration.

Mayor Estela accepted the award alone during the awarding ceremony, as his honored and delighted constituents sure to await him in his municipality.

Mayor Estela has always said “ walay proyekto nga mamahimong malampuson kung walay suporta gikan sa mga katawhan….”

Mayor Estela has always recognized the support he gets from the town folks and has compensated their cooperation by implementing projects with a holistic approach. It should be noted that Sto. Tomas has been the recipient of over P90M MinSSAD projects due to the fast and quality implementation of infrastructure projects. These wouldn’t be possible if not for Mayor Estela’s unrelenting effort to seek aid in providing the people of Sto. Tomas of their needs. Truly, a deserving award for a man of action.
Mayor Estela, MD received the good news via a fax from the office of the University of the Philippines Center for Local and Regional Governance dated November 23, 2006.

The said communication stated that Mayor Estela is a finalist in the Outstanding Municipal Mayor category in the 2006 Local Government Leadership Award (LGLA). The National Committee has invited Mayor Estela to the Awarding Ceremonies to be held at the Pecson Room, Senate of the Philippines Building in Pasay City on Wednesday November 29, 2006 at 1:00-4:00 P.M.

It is during the ceremonies that the selection of the Most Outstanding Provincial, City and Municipal Mayor will be formally announced by the Committee.

Mayor Estela humbly said upon receiving official communication of the nomination…” I am just doing my responsibility as a public servant, maulaw ta nga gibutang ta sa tao kay nagsalig sila sa to unya dili ta mo perform….kani nga nomination, regalo nalang ni sa pagrecognize sa atong dapat man gyud nga trabahoon…nevertheless, mapilian man o dili nga Most outstanding Mayor, dako na ni nga dungog para sa atong munisipyo…Salamat “

Among the list of achievements enumerated that lead to his nominations is the successful implementation of Republic Act 9003 known as the Ecological Solid Waste Management Program, which gained Sto. Tomas nationwide recognition and its Municipal Ecological Park and Ecology Center (known as the odorless dumpsite)is being visited by other national agencies and LGU’s and NGO’s nationwide. (MIO-Sto.
