ELUSIVE JUSTICE. On Jan. 22, 1987, government security forces opened fire on farmers and peasants protesting at the historic Mendiola, the site of many anti-government demonstrations. Thirteen people were killed and dozens of others were injured.

Twenty years since that atrocity, justice remains elusive for many of the victims and survivors. In fact, many of them continue to suffer the very abuses that drove them to Mendiola in the first place.

The above photos were taken by davaotoday.com’s Barry Ohaylan during a demonstration in Davao City on Monday commemorating the massacre.
