NEW BATAAN, Compostela Valley — Many voters in this town were not able to vote. In the first three precincts at the Cabinuangan Elementary School that davaotoday.com visited, the average voter turnout was 70 percent. The Board of Election Inspectors said this may be due to the heavy rains this afternoon.

Meanwhile, residents of barangay Andap raised concern about the sudden presence of two Armored Personnel Carriers and two military trucks filled with armed soldiers at about 5 pm. Although the soldiers did not stay long, residents were afraid of possible violence at nighttime.

The recent death of two farmers who were shot by soldiers when they failed to stop at a military checkpoint in Andap is still fresh in the minds of the residents. (davaotoday.com)
