Camp Panacan, Davao City. Instead of helping the civilians affected by

the conflict between the military and the NPA, Karapatan is using them in its

propaganda campaign against the military. Base on documents recovered by the

military from NPA rebels in Lianga, Surigao del Sur, the evacuation of civilians

forms part of the strategy of the enemy to pressure the military to stop the military

operations. The document says, Organisahon ang masa kinsa ang

temporaryong modeploy o mobakwit sa ubos. Itakda unsa ang tahas (prop ug

protesta sa pagpresyor sa miliar paghunong sa mil opn).

On Friday, February 15, a group of lumads was brought by Karapatan to a

local radio station in Davao to express their grievances live on air for all listeners

to hear the alleged human rights violations committed by government forces

while conducting clearing operations in Davao Oriental. Clearly, Karapatan is

exploiting the situation of the lumads by organizing and mobilizing them to stage

mass actions against the military. The lumads may really have felt the effects of

the conflict but instead of consoling these people, Karapatan acted in synchrony

and complete subservience to the strategy of the NPA by agitating the lumads to

stage mass actions against the military and the government.

In response to the allegations uttered against the military by the people

herded by Karapatan to Davao City, the undersigned offered to meet with them

immediately in order to resolve the concerns they raised. Their evasive response

came out not as a surprise. Obviously, the group came prepared to propagandize

but not with the evidence to prove their case.

Our hope is that these antics would end there and not extend further to

something that is immoral and infectious. Fund raising usually follows every after

the conduct of propaganda.
