Davao City council approves supplemental budget for gov’t employees’ bonuses

DAVAO CITY, Philippines – The 17th Council of the Sangguniang Panlungsod has approved the Supplemental Budget 2 (SB2) for 2019 and another budget for Service Recognition Incentive (SRI) to government employees for fiscal year 2019.

Committee of Finance head Councilor Danilo Dayanghirang said SB2 amounted to P902.15 million. P457.74 million was allocated for the Christmas bonus of the plantilla employees of the city government.

Committee of Finance vice chair Councilor Bai Hundra Cassandra Dominique Advincula also said the fund available for SRI amounted to P27.9 Million per Administrative Order No. 19, series of 2019 issued by President Rodrigo Duterte.

Both resolutions were approved on Thursday’s special session.

Under the General Fund Proper, the city will allocate P457.741 million and another P438.309 million for Development Fund which contains Non-Infrastructure Projects (Socio Development, Economic Development, Environmental Development and Development Administration) of P228.562 million and Infrastructure Projects (Road Development Program, Building and Other Structures, Drainage Program, Water System and Bridge Program) of P209.746 million.

On Tuesday’s regular session, Dayanghirang said that SB2 includes the budget for 2,336 city hall employees’ bonuses based on an issued Department of Budget and Management circular dated November 7, 2019.

“Based on the Memo, we have allocated P25, 000 bonuses for our plantilla employees,” Dayanghirang said.

However, Dayanghirang clarified that the approved fund did not include incentives for job order employees.

“It is up to the mayor’s office they would give incentive for our job order employees who also devoted a lot of effort for the city government,” Dayanghirang said.

City hall plantilla employees, including co-terminus positions will be receiving P50,000 bonuses. The first half was already given last year while the remaining amount will be given after Mayor Sara Duterte to sign for distribution this year.
Advincula, on the other hand, said that SRI of P10,000 is the way of the city government to give back to employees for their hard work and loyal service in the city government.

However, she also clarified that only those in the plantilla position are qualified to receive the incentive.

“Under the law, those who are consultants and experts, laborers, student workers and apprentices and job orders are not qualified and granted of service recognition incentive,” said Advincula.(davaotoday.com)
