Past City Council works to shape Davao City’s future, say former Vice Mayor

DAVAO CITY, Philippines – Former Vice Mayor Bernard Al-ag said the previous 18th City Council’s achievements would shape the city’s direction in the next 20 years.

In Al-ag’s accomplishment report, he said the conducted a total of 151 sessions in the last 3 years and passed and enacted 3,294 resolutions and 790 ordinances.

“We added more than P1 billion to our city coffers through the enactment of the revenue code. We have major projects in terms of infrastructure, transportation,” he said.

“This Council also endorsed the NEDA (National Economic Development Authority) the expansion of our airport and the seaport. Another major project approved under this Council was the Waste to Energy project,” Al-ag added.

Al-ag also said some landmark legislation they passed included the strategic environmental partnership agreement between the City Government of Davao and the City of Kitakyushu, Japan; electronic or online system of payment as an alternative mode of payment of taxes, fees, charges and other impositions due to the City Government of Davao; the creation of Film Development Council of Davao City;

The Memorandum of Agreement among the Department of Health (DOH), Travelers International Hotel Group, Inc., Resorts World Philippines Cultural Heritage Foundation, Inc. and the City Government for the construction of a drug abuse treatment and rehabilitation center in Barangay Malagos; amendments to the 2005 Revenue Code of the City of Davao; establishment of Violence Against Women (VAW) desk and protocol in handling VAW cases at barangay level; prohibition of drinking or consuming of alcoholic beverages in public streets, sidewalks, public parks and playgrounds and other public areas;

Amendments to “Anti-Discrimination Ordinance of Davao City” to include anti-discrimination on health status and to include members of the City Health Office, LGBTQ++ and the Integrated Development Division (IGDD) in the Anti-Discrimination Mediation and Conciliation Board; recognition of the rights of Muslim women to wear Hijab, Niqab or Burqa in school campuses, workplaces, commercial establishments and other private or public premises;

Amendments to the Comprehensive Zoning Ordinance of Davao City Particularly Article IX, Section 3 Urban Ecological Enhancement Sub-Zone; and amendments to the Comprehensive Zoning Ordinance of Davao City to Delineate Areas for Eco-Tourism and Agro-Tourism Activities in Marilog and Paquibato Districts, this City.

Al-ag also said they issued development permits and location clearances to 4 malls, 6 commercial buildings, 10 hotels, 42 subdivisions, and 18 condominiums.

On transportation, Al-ag said their legislation paved the way for a transport system that would contribute to a major
shift.

“This is the council that approved the transportation roadmap which we will shift to the bus system. This is the council which approved the monorail project and the Mindanao Railway Project that will soon be implemented,” he said.

He said the 18th Council approved the Transportation Roadmap of Davao City towards development of a Public Bus system, pedestrian walkway system, private transport, and freight system; the resolution favorably endorsing to NEDA the development of a MonoRail Project; the resolution favorably endorsing the Mindanao Railway Project; the resolution for favorable endorsement of the expansion of Davao Airport and Sasa Seaport.

He also mentioned the Bulk Water supply Project in Barangay Tamugan which will become the major source of potable water for Davao City ensuring stable water supply in the next 50 years. (davaotoday.com)
