City government needs restructuring, additional personnel

DAVAO CITY – A Human Resource Management Office (HRMO) official said that some of the departments and offices of the City Government here needs restructuring and additional personnel.

HRMO Department Head Erwin Alparaque said “Naay ubang mga departamento o buhatan nga nagmugna sila og ilahang mga manpower karon (There are some departments or offices that have created their own manpower).”

He added that there are requests from different departments and offices for additional personnel and staff.

Alparaque cited the City Health Office (CHO) as example. The present structure of the office shows that it lacks medical officers, physicians, nurses and midwives.

“Ang atong City Health Office, sa kadako sa siyudad ug sa 182 barangays, ug sa atong ubang barangays pa na naa didto sa far-flung areas, like Paquibato and Marilog, so we have to provide the basic services particularly medical services to our constituents in that barangays. So dapat magbutang ta og doctors, nurses, midwives (The City Health Office, for instance, with the vastness of the city, with 182 barangays and some other barangays in far-flung areas like Paquibato and Marilog, so we have to provide the basic services particularly medical services to our constituents in those barangays),” he said.

Alparaque said that the CHO proposed to augment the current manpower of the office for them to provide better service in those far-flung areas.

He added that there are already ten departments and offices who submitted their proposals for the creation of additional positions.

“These are City Planning and Development Office, City Accountant’s Office, City Treasurer’s Office, Sangguniang Panlungsod, City Assessor’s Office, City Budget Office, City Civil Registration Office, City Social Services and Development Office and City Health Office,” Alparaque said.

Six divisions of the City Mayor’s Office (CMO) also requested for more personnel.

Alparaque said that the requests of these departments and offices will be evaluated by a review committee created by the virtue of Executive Order No. 13 series of 2015 signed by Davao City Mayor Rodrigo Duterte on May 5 this year.

Under the order, the review committee will assess and evaluate the submitted proposals, the staffing and the organizational structure of the different departments and offices.

The review committee is given one year to review and evaluate the different departments and offices of the City Government.

The last restructuring of the City Government was on 1996 by the virtue of Ordinance No. 2374 series of 1994 otherwise known as “An Ordinance Approving the Organizational Structure and staffing Pattern of the City Government of Davao”. (davaotoday.com)
