Complaints vs Davao cops down at 38 for Q1

DAVAO CITY, Philippines – A total of 38 complaints were filed against police forces at the Regional Internal Affairs Service in Davao Region (RIAS 11) for the first quarter of 2018.

The complaints consisted of 23 violations of Police Operational Procedure, 9 violations of Revised Penal Code and Special Laws, 3 violations of Republic Act 9262 or Violence Against Women, and 4 cases of disobedience.

The number of cases is “way lower than the previous years, said RIAS 11 chief Police Senior Superintendent Jose Carumba during the AFP-PNP Southern Mindanao Press Forum.

Out of the total number of cases filed, 3 had been dropped, while 30 were considered motu proprio complaints and 8 non-motu proprio complaints.

Carumba attributed the lower number of complaints to the intensified “internal cleansing campaign” spearheaded by Police Director General Ronald ‘Bato’ dela Rosa.

During the last two years, the RIAS 11 has recorded 206 cases against all forms of misconduct in the Philippine National Police (PNP) organization in Davao Region.

In 2016, RIAS had recorded 86 cases including the 35 violations of Revised Penal Code and Special Laws, 20 violation of Police Operational Procedures, 9 cases of neglect of duty ,8 violations of Republic Act 9262 or Violence Against Women and Children, 3 cases of incompetence, 2 cases of irregularities in the performance of duty and 2 cases of disobedience.

It had recorded a high number of complaints in 2017 such as 41 violations of police operational procedure, 24 violations of Revised Penal Code and Special Laws, 12 cases of neglect of duty, 3 cases of violation of Republic Act 9262 or Violence Against Women and Children and 1 case of irregularities in the performance of duty.

In the 2016 data, 6 police personnel were dismissed due to neglect of duty.

A total of 13 police officers were demoted and 19 police officers were suspended.

In 2017, there were 10 police personnel dismissed while only 1 police officer has been demoted and 8 other police officers have been suspended.

The RIAS 11 director also said that in their record, the Davao City Police Office has a higher number of complaints under investigation but he also clarified that this is due to their massive police operation against illegal drugs. (davaotoday.com)
