DAVAO CITY, Philippines – Councilor Danilo Dayanghirang is pushing for simple majority, instead of three-fourths majority vote requirement in amending the city’s zoning ordinance.

Section 14 of the Comprehensive Zoning Ordinance of Davao City states that any changes in the said ordinance as a result of the review of the Local Zoning Review Committee shall be carried out through a resolution/ordinance upon three-fourths majority vote or 21 out of 26 members of the Sangguniang Panglungsod.

Dayanghirang told reporters on Monday, October 2, that the required vote is “hard to attain” and maintained that it should be by “simple majority” instead.

“Why are you are going to limit the number where in fact in democracy, the simple majority is 50 plus one?” Dayanghirang said.

One of the projects affected by the provision is the proposed bulk water project of the Apo Agua Infrastructura eyed to solve the water crisis in areas of the second district here.

The proposed project was deferred again during the special session on Thursday, September 28, because only 19 councilors were present.

Dayanghirang said his request remains pending at the committee level, adding that it has been months since he lobbied it to the committee on rules privileges, laws and ordinances chair, Bernard Al-ag, who earlier expressed his support to repeal the required three-fourths majority vote.(davaotoday.com)
