NPA-Southern Mindanao sets its sights on Palparan

The Ka Paking Guimbaolibot Red Partisan Brigade of the Merardo Arce Command-New People’s Army is anticipating its latest legitimate target in the person of Ret. Gen. Jovito Palparan who is now resurrected by way of the much-vaunted narco-terrorism drive posed by the US-Arroyo regime.

The NPA sees two certain things with the appointment of the retired general either to the Philippine Drug Enforcement Agency (PDEA) or the Dangerous Drugs Board (DDB): human rights violation will escalate in the region as ordinary civilians and activists are now practically sitting ducks in the so-called “drug-related” and AFP death squads operations.

As it is right now, ordinary petty drug pushers or suspected drug addicts in Davao City are fair game to the state-sponsored Davao Death Squad. With Palparan in the picture, the counter-revolutionary program of the Arroyo regime has taken the most devious and vicious path: framing ordinary civilians, activists and Red fighters in the anti-drug campaign.

The PDEA has maliciously tagged 85 barangays in Davao City as drug-influenced or drug-affected, in its bid to justify the regime’s placing a has-been Butcher of Mindoro to the anti-drug enforcement community. With that title over his head and international condemnation over him, Palparan can only manage to further make himself useful to Gloria Arroyo by taking on a different hat and sow terror in the city. He apparently sees the anti-drug stance as a way to attune himself to the current local Davao City bureaucracy which runs on anti-drug campaign as its primary platform.

What is even more revealing is that in its third year of implementing the Oplan Bantay Laya II, the AFP is desperate in concocting more ways to advance the fascist Oplan Bantay Laya (OBL) II counter-revolutionary program in Southern Mindanao and overturn the wave of successful tactical offensives by the NPA in the region.

If appointed, it is expected that Palparan’s first assignment in Davao would be the Marilog and Paquibato villages, which have been identified by PDEA with marijuana plantations. These are the same areas where the military and its agents have suffered from the NPA; and where NPA’s Ka Parago–one of the fascist GMA-AFP’s targets–the military believes is known to be maneuvering.

As the clock ticks near its 2010 deadline, the Arroyo regime is ever-desperate to win its futile war against the revolutionary movement. It continues to disregard calls from local and international rights organizations to prosecute Palparan. It remains blind and deaf to the recommendations made by United Nations Special Rapporteur Philip Alston, New York-based Human Rights Watch, and even by the Melo Commission. By exonerating Palparan from his crimes against human rights, the Arroyo regime exonerates itself from command responsibility.
