Davao City now requires hazard assessment for all infra project

DAVAO CITY, Philippines — The City Council would now require hazard and risk assessment for all infrastructure developments.

Proposed by the committee on rules, privileges, laws, and ordinances chaired by J. Melchor Quitain, the measure was passed as an amendment to the existing Comprehensive Zoning Ordinance of Davao City for 2013 – 2022.

The amendments were those in Section 1.3, Article XII of the said ordinance that stipulates the requirements for request for allowable use.

Under the new ordinance, the Davao City Disaster Risk Reduction Management Office (CDRRMO) shall issue a Hazard and Risk Assessment for infrastructure developments.

The amended ordinance “arose from the letter-complaint dated June 5, 2018 of Mr. Steve B. Baño, President of Villapark Homeowners Associations, Barangay Cabantian, Bunawan District to resolve the flooding problem in their area.”

As amended, the requirements for allowable use now include: Barangay Council Resolution of No Objection; Barangay Development Council Resolution favorable indorsing the project; City Engineer’s Office for drainage clearance; City Environment and Natural Resources for solid waste management plan; and City Health Office for sanitation clearance.

City Assessor’s Office for new tax declaration; City Treasurer’s Office for realty tax clearance; Davao City Water District for certification of water supply availability; Davao Light and Power Company for certification of power supply availability; Mines and Geosciences Bureau for certification for possible geohazard and recommended mitigating measures.

DENR-Environmental Management Bureau for waste treatment facilities and permit to discharge effluents; Water Resource Management Council/Task Force for projects within water resource zone; Barangay Watershed Management Council and City Watershed Management Council for areas in Conservation Zone; Golf Construction and Development Committee.

Civil Aviation Authority of the Philippines and Philippine Air Force Command Davao City; Philippine Ports Authority; National Power Corporation Davao City; and Davao City Disaster Risk Reduction Management Office for a Hazard and Risk Assessment. (davaotoday.com)
