Low voters’ turnout feared in Cotabato

KIDAPAWAN, Cotabato, Philippines – A poll watchdog here expressed fear of a low voters’ turnout following the number of problems encountered since morning.

Jay Apiag, Kontra Daya coordinator for North Cotabato province said their forecast was due to delays brought about by glitches of PCOS (precinct count optical scan) machines, the heavy rains that started 3 PM Monday and blackouts in the villages of Katipunan and Amas.

Blackouts were also reported in Arakan town.

At 5 PM, long queues of voters outside the clustered precincts here were reported because of PCOS malfunction.

Nine PCOS machines malfunctioned in this city’s Sudapin, Perez, Singao, New Bohol, Indangan, Magsaysay and Amas villages.

Violations were also observed in Manogol village where the village secretary and treasurer served as pollwatchers.

At early morning in Kabacan town, just before poling precincts opened, an improvised explosive device exploded outside the Kabacan Pilot Elementary School along the national highway where polling precincts were located. No one was hurt in the incident.
