DAVAO CITY — In a bid to address road congestion, the City Planning and Development Office and the City Transport and Traffic Management Office will implement an “experimental loading and unloading segregation scheme.”
Engr. Froilan Rigor of the CPDO said the experimental scheme will start on Tuesday, Nov. 15 along Pichon Street (formerly Magallanes Street) and a portion of McArthur Highway.
The scheme will also be implemented in front of NCCC Mall in Matina for public utility vehicles going south and Maa areas.

The new traffic scheme along McArthur Highway will have PUJs from Calinan, Tugbok and Mintal drop and pick-up passengers at the S1 Routes area or the South 1 Group in front of the NCCC Mall. The S2 Routes include PUJs from Bago Gallera, Matina Aplaya and Matina Pangi and will have the assigned loading area still in front of the NCCC Mall.
The Maa 1 or M1 Routes include PUJs travelling to Maa, Magtuod, and Langub. These PUJs may only pick up and drop passengers beside the NCCC Mall along Maa road.

Along Pichon Street, Allied 1 or A1 Routes which include PUJs from Jade Valley, Buhangin via JP Laurel and Bajada will pick up and drop passengers in a designated area in front of Grand Menseng Hotel. Allied 2 or A2 Routes include PUJs from Ecoland, Matina Crossing, Talomo, Ma-a, Agdao, and Matina Aplaya will also have an area in front of the said hotel.
Meanwhile, Circulatory 1 or C1 Routes with PUJs from Route 01A, Route 01B, Route 05B, Route 09 and Route 15 and Circulatory 2 or C2 Routes, which include Route 02, Route 03A, Route 03B, and Route 10 PUJs will have their unloading and loading area in front of Magallanes Elementary School.
Rigor told Davao Today in a phone interview that the traffic scheme will only apply to the area specified. He said the loading and unloading areas will be strictly implemented with separate stops for PUJs and taxis.
He said the scheme intends to modify the riding habit of commuters, stressing that largely the riding public affects the attitude of the PUV drivers.
“This is our way of alleviating the traffic issue in the city without spending much. Instead, we should bank on the people’s behavior,” Rigor said.(davaotoday.com)
