Lawyers group says court ruling on DAP shows Aquino, Abad accountable

The recent Supreme Court ruling on the Disbursement Acceleration Program (DAP) showed the “patent unconstitutionality of the acts of [President Benigno Aquino, III] thru [Department of Budget and Management] Secretary Florencio Abad” a group of lawyers said Wednesday.

Edre Olalia, national secretary general of the National Union of People’s Lawyers said the SC decision only validates that there was “gross and wholesale juggling of public funds.”

The SC affirmed its ruling declaring parts of the government’s DAP including cross-border allotments as unconstitutional.

Various groups also believe that the latest SC decision should pave the way for the investigation of Pres. Aquino and Sec. Abad, as principal authors, “for large-scale corruption, bribery and malversation of public funds.”
