EMPOWER COMMUNITIES. Office of Civil Defense (OCD) XI Information Officer Adrian Nouve B. Cobero says it is important for local government units to empower communities through trainings and other activities to make them resilient in times of disasters. In a press conference at the Big 8 Hotel in Tagum City on Tuesday, July 11 Cobero also urged the public to take drills seriously.
