Philippines: Supreme Court Asked to Order Pullout of Troops from Manila Communities

PARTIES TO THE CASE

1. Petitioner Bayan Muna, represented by its Chairman Dr. Reynaldo Lesaca and President Satur Ocampo, is a duly registered political party, currently running for reelection under the party list system in the May 14, 2007 elections with postal address at 153 Scout Rallos St., Kamuning District, Quezon City, where it may be served with pleadings and court processes. Petitioner has standing because it is irreparably injured by the deployment of Respondents troops who are openly campaigning against Petitioner and other party list groups and whose mere presence in the communities has been unjustly and illegally detrimental to Petitioners right to campaign and the peoples free exercise of the right to suffrage.

2. Roberto Corbes is of legal age, Filipino, a resident of Phase 3, Block 7, Lupang Pangako, Payatas, Quezon City and with postal address at 153 Scout Rallos, Quezon City, where he may be served with pleadings and court processes. He has standing to file this suit because he is suffering from fear due to the continued presence of troops in his community in Payatas and he cannot effectively campaign for Bayan Muna due to this fear of the respondents and their subordinates.

3. Petitioner GABRIELA, represented by Rep. Liza Maza, is a duly registered organization under the party list system, currently running for reelection in the May 14, 2007 elections and may be served with pleadings and other court processes through its Counsel at Erythrina Building, No. 1 Matatag cor. Maaralin St., Central District, Quezon City. Petitioner has standing because it is irreparably injured by the deployment of Respondents troops who are openly campaigning against Petitioner and other party list groups and whose mere presence in the communities has been unjustly and illegally detrimental to Petitioners right to campaign and the peoples free exercise of the right to suffrage.

4. Petitioner KABATAAN, represented by its nominee Raymond Palatino, is a duly registered organization under the party list system, currently running for election in the May 14, 2007 elections and may be served with pleadings and other court processes through its Counsel at Erythrina Building, No. 1 Matatag cor. Maaralin St., Central District, Quezon City. Petitioner has standing because it is irreparably injured by the deployment of Respondents troops who are openly campaigning against Petitioner and other party list groups and whose mere presence in the communities has been unjustly and illegally detrimental to Petitioners right to campaign and the peoples free exercise of the right to suffrage.

5. Petitioner SUARA BANGSAMORO, represented by its nominee Zaynab Afdal Ampatuan, is a duly registered organization under the party list system, currently running for election in the May 14, 2007 elections and may be served with pleadings and other court processes through its Counsel at No. 1 Erythrina Building, Matatag cor. Maaralin St., Central District, Quezon City. Petitioner has standing because it is irreparably injured by the deployment of Respondents troops who are openly campaigning against Petitioner and other party list groups and whose mere presence in the communities has been unfairly detrimental to Petitioners right to campaign and the peoples free exercise of the right to suffrage.
