Bayan, the Philippines’s largest leftist group, produced this video that, it said, would show why President Gloria Macapagal-Arroyo should be held liable for the killings of political activists. The video, the group said, is all about command responsibility. It shows, among others, Arroyo praising retired Major General Jovito Palparan during her State of the Nation Address.
