DAVAO CITY – The police Criminal Investigation and Detection Group (CIDG) recommended the filing of criminal cases against an Indian national who was accused by medical students of imposing high dormitory fees and other complaints.

The recommendation was contained in the CIDG investigation report which Mayor Rodrigo Duterte read in a news conference at the Grand Menseng Hotel here on Wednesday night.

“(The) recommendation is the filing of criminal cases: slight illegal detention or article 268, grave coercion or article 286 of the Revised Penal Code,” said Duterte.

Duterte ordered the conduct of investigation after several Indian students of the Davao Medical School Foundation (DMSF) asked the city government to investigate high fees imposed by Dr. Ashin Mohan in the dormitory he manages and on processing their visa.

Mohan manages three dormitories under the Davao Medical Education Management Service (DMEMS). He has also entered an agreement with the school’s principal associate, Transworld Education Academy Ltd., who brought the majority of Indian students to study in Davao.

Duterte said that he has not yet turned over the CIDG’s investigation result to higher police authorities but said Mohan “should go there (CIDG) and would have to come up with a lawyer.”

Duterte said that “the government just wants to protect everybody” and that he “does not want oppression in the city.”

The report also recommended to the city’s Business Bureau “to investigate on matters of business concerns such as the acquisition of business permits and requisites.”

The recommendation also said the Bureau of Internal Revenue and City Treasurer’s office should investigate the “possible collusion of DMSF” to Transworld Education Academy Ltd. in the possible violation of Philippine taxation laws.

Duterte said that Mohan “may maintain what is in your contract minus the imposition of exorbitant fees which you have charged.”

In a  press conference Thursday, City Health Office division chief for environment and sanitation Robert Oconer said that out of the three dormitories, only the one located in Jacinto Street has a business permit.  (davaotoday.com)
