Rarely does the City Council earn the public’s admiration by measuring up to the latter’s collective expectations. It did so in 2007 when it passed an ordinance banning the aerial spraying of pesticides. It did so last month, in a way, when it voted to preserve Tamugan River in Baguio District for future use (although it remained ambivalent about which to ultimately prioritize: water or energy use).
