Davao Judge Jesus Quitain said House Bill 2420 would put women at a disadvantage, as it seeks to amend “three radical laws” in the Family Code that gave women the rights they never enjoyed prior to its enactment in 1987.
Lady judge made the proposal after finding out that Davao Norte has no such facility for abused women.
