The rains came as Typhoon Labuyo (International name Utor) hit the northern part of Luzon and caused thunderstorms including Visayas and Mindanao.
City Mayor Rodrigo Duterte revealed that on several occasions, the United States government had sought his permission to make use of the old Davao Airport as a station for its drones or spy planes.
