A fisherman tends to his boat in the sea at the boundary of Inawayan, Santa Cruz and Toril while behind stands the Aboitiz’ 300-megawatt coal fired power plant conducting test operations before its opening in 2015.

Residents of this fishing village complain that the noise drives out fish and disrupts their peace.

The Aboitizes, one of the richest families in the country, is reportedly doubling the capacity of the coal-fired power plant to 645 MW in 2017.
