‘Baktin’ tracked in Spain, says Duterte

DAVAO CITY, Philippines — Vice-Mayor Rodrigo Duterte revealed that Ryan Yu alias Baktin was “tracked by the International Police” (Interpol) in Madrid, Spain as of Friday, November 18.

Yu, the alleged leader of the series of carnappings in Davao City and some areas in Mindanao, has been on the most wanted list with Duterte offering a 6-million peso (USD 144,914) bounty for his head.

“He’s been tracked (in Spain).  And he’s with a woman,” Duterte said Sunday in his regular television program, Gikan sa Masa Para sa Masa.

But in the absence of an Extradition Treaty with Spain, Yu can’t be extradited or be officially sent back to the Philippines to be tried for the crimes that he’s been accused of.

“We can only file for a necessary case and ask the Department of Foreign Affairs to cancel his passport,” Duterte said.
“So the next time nga asa siya, pahibaw-on ngadto nga that guy ayaw ninyo pasudla dinha kay ang passport ana invalid [Wherever he may go next time, (authorities in that place) will be asked to deny him entry because his passport is deemed invalid].  Because it was cancelled for the reason that he committed crime or crimes here,” the vice mayor explained.

Yu was expected to come back to the Philippines from Thailand last November 6.  “But he didn’t take the flight.  He must have gone by land, air or water.  (He) must have boarded somewhere in Cambodia,” Duterte said.

The issue now, according to Duterte, is that Yu is “enjoying the fruits of his crimes.”

Duterte originally offered a two million-peso bounty for Yu’s capture.  He said, he would add two million pesos more if Yu is brought to him dead and one million pesos more for “his head served with ice on a platter.” (Marilou Aguirre-Tuburan/davaotoday.com)
