Joker slams AFP for derailing human-rights bill

According to Senator Joker Arroyo, the military has lobbied for the junking in the House of Representatives of a bill that seeks to compensate victims of human rights violations during the Marcos dictatorship. The military, Arroyo said, fears that the money would just go to insurgents and rebel groups. In a privilege speech Monday, Arroyo said the military's lobbying "demeans and mocks the legislative process" because it shows that the "military can throw a monkey wrench even at the tail-end of congressional work." Minister, thank you very much. Well if we look across at the three presentations that have been made, I think we have three broad questions to address during the 40 minutes or so we have for questions. Juwono Sudarsono emphasised in his remarks the requirement to link-up south east Asia and east Asia in the battle against threats to maritime security and that the military to military links between south-east Asia and east Asia for this purpose had to be improved, so that raises the question of how wide can the cooperation be on maritime security.

I would like to express my gratitude on behalf of the delegation to the staff of IISS Asia, the Government of Singapore for this opportunity to present our views at this very important occasion. I will speak in broad general strategic terms about the role of maritime security in the region covering both Northeast Asia, Southeast Asia and the links with the Persian Gulf. I think it is important to note that as was observed by many speakers yesterday, the Straits of Malacca is an important trading and naval passage area in the region.
