DavNor Capitol has no more budget for job order workers

DAVAO DEL NORTE—The Provincial Government of Davao del Norte may no longer renew the appointments of its job order workers at the Capitol due to lack of funds.

Governor Rodolfo P. del Rosario hinted at a recent press briefing that the province is contemplating cutting back on its job order workers for lack of funds.

“We have exceeded our budget for personnel, so for those that will be affected, wala tayong magagawa (we cannot do anything),” he told members of the media.

The governor cited as a reason the PhP36 million that was slashed from the provincial budget, due to the 4.8 percent reduction in the internal revenue allotment of all local government units (LGUs) this year.

He also said a substantial portion of the budget of the province was allotted for the implementation of the 10 percent increase in the salary of its personnel.

Del Rosario, however, said he is hoping the province will be able to generate more funds from the national government and various official development assistance this year, so the province can keep its job order workers, or even hire more.

He added his office is trying to identify ‘15-30’ casual or regular employees, who only appear during paydays to collect their salaries.

“We will eliminate them from the regular payroll and provide them jobs somewhere else,” he said.

The OIC (Officer-in-Charge) Provincial Administrator Norma Lumain, who is also the Provincial Budget Officer, said in an interview that her office is now carefully reviewing the budget, to see if the job order personnel can still be accommodated.

“We will see by March or April if we can still accommodate them. We are exhausting every possible means to keep them,” she assured.

The services of the job order employees are being paid on a daily wage, as they are hired on a piecework or per task basis where no employer-employee relationship exists.

The Civil Service Commission pointed out that the services covered by a contract of services or job orders is not considered government service and they are not covered by the CSC Law Rules and Regulations. (DN PIO/ PIA XI )
