Davao City Council defers Ok of barangay ID system

DAVAO CITY, Philippines – The City Council on Thursday, September 28, postponed the approval of the proposed Barangay Identification (I.D.) System ordinance of the Barangay 17-B poblacion district of the city.

Councilor Diosdado Mahipus Sr. questioned in a special session the committee on rules privileges, laws and ordinances chair, Bernarl Al-ag in his recommendation to pass the Barangay Ordinance no. 04.

According to the committee report, the said barangay ordinance aims to provide “greater convenience” for its residents in the delivery of services including business transactions with the government agencies or private sector.

Also as part of barangay profiling, it proposes to put in personal profile of the residents such as name, address, sex, place of birth, civil status, weight, height. TIN number, COMELEC precinct number, prominent distinguishing features and other necessary information.

Al-ag said through the ordinance, the barangay members seek to issue the said I.D. cards to qualified constituents of Barangay 17-B for free.

But the I.D. system is ‘not compulsory’, Al-ag added.

Mahipus maintained that what the committee should recommend is for the barangay to pass a resolution instead since the purpose of an ordinance is to ordain.

“I believe there is a weight of difference between a barangay ordinance and a barangay resolution,” Mahipus said.

With the argument, the council ordered to defer the ordinance, sending it back to committee level for further review.
