Why Malalag Charges for Health Services

Malalag, a town of 33,000 in Davao del Sur province, began charging residents for health services since 1992 after the devolution of health services that left local government leaders scratching their heads over where to find the money to provide adequate health care. Today, the program is being touted as an example of good and creative governance.
