The City Social Services and Development Office has been assigned to rescue and take care of minors loitering during the 10 pm- 4 am curfew. Mayor Rodrigo Duterte told the CSSDO to bring the children to the police station, not to imprison them but to secure and protect them from harm on the street. The problem is that, Silvano said, children usually go back to the street after they are turned over to their parents.
