DAVAO CITY – Former Senator Francis Pangilinan who authored the Juvenile Justice Law was blamed by Mayor Rodrigo Duterte for the rising criminality.
Duterte said most of the criminals of today are young people who are covered by the Juvenile Justice Law.
“They (youth) grow up without a sense of accountability that whenever you do something wrong and bad in this world, you have to be liable and pay for it,” Duterte said.
Duterte said he would want minors aged older than nine years old involved in a crime to undergo a test if “there is malice”.
Duterte also said on Sunday that he is in favor of returning death penalty in the Philippines if he becomes the President.
“I didn’t say I want to (become a president), but if I become the President, that’s what I want to do, I will strive to restore death penalty,” Duterte said.
Duterte said that criminals like drug dealers, kidnappers and other perpetrators of heinous crimes deserve to be punished.
“Daghang krimen ang nahitabo s a Pilipinas nga wala na gyuy h ustisya. Imong anak gi-rape, i mong anak gi-rape ug gipatay, imong pamilya giholdap ug gipa tay, wala na. 15 and below,gawas gyod na sila,” he added.
Duterte said that although his rank on the presidential preferences poll has increased, he is still not running for President.
