Davao Norte governor sketches 3-year development direction

DAVAO CITY—There will be no plateau for RDR Wheels.

Barely a month before assuming yet another three-year mandate, Governor Rodolfo del Rosario (RDR) convenes his executive team at Tahanan ng Punong Lalawigan last May 31, 2010, to sketch the second phase of his development blueprint, with his program RDR Wheels as the center-piece.

“I am thankful for the fresh mandate given me by the people; and I am determined as before to attain development goals that will serve public welfare and benefits, “ del Rosario saids. “We made Davao del Norte the premier province we envisioned it to be. I believe it is time to shift to human-oriented development goals,” the governor stressed.

Short of a strategic planning session, the governor clearly identified strategies that cut across his standing 9-point agenda: strategies that he is expected to make formal in his inaugural address come June 30, 2010 when he assumes office.

An insider said that in the next three-years, emphasis shall be given on hard infrastructure to projects that address human poverty; from narrow stakeholder participation to a stronger version of people empowerment where people’s organization, cooperatives, and non-government organizations (NGOs) shall be given crucial roles in complementing the barangays (villages) in program implementation; and from subsidizing losing government entities to market-orientation to spur public-private partnerships in health and transportation.

Del Rosario also contemplates the decongestion of the government center by diffusing national offices to various local government units (LGUs) to help increase economic activities, a pattern he staunchly advocated when he was the Presidential Adviser on New Government Center back in 2004-2007.

“All projects that have been postponed for funding shall be pursued with vigor,” del Rosario clarified. “Its’ just that we’re putting a stress on other programs which we think are equally important,” he explained.

Del Rosario tasked his executive team to start translating these development rubrics into concrete plans and program of implementation. The team welcomed the initiative of the governor in communicating his perspective early on which gives them time to make the plans ready in time for the mid-year strategic plan for 2010-2013. (PIA)
