Davao Oriental gears toward reforms in bureaucracy

City of Mati-Davao Oriental – Governor Corazon Malanyaon and Vice-Governor Mayo Almario of Davao Oriental are starting to set things towards reforming the bureaucracy in the province.

In her first day in office, Malanyaon ascertained the financial status of the Province.

With the different Heads of Office in attendance, she revealed in the first inaugural session of the 12th Sangguniang Panlalawigan that the Province had over-expenditures incurred as of June 30, 2007.

For this reason, the provincial government will not pay illegitimate claims and is putting applications on hold.

I will not pay illegitimate claims. But legitimate claims can be assured that they will be attended to. Applications are on hold. The provincial government first needs to know how many employees are really needed Malanyaon said.

Almario also emphasized that the provincial government will adopt a system of reward and punishment.

This administration will reward those who are deserving, and those who violate the rules and law will face the consequences. We will do this to uphold respect for human rights.

In doing our duties, we will do our best to maintain a harmonious relationship with the executive body but we will also maintain our autonomy.

Members of the Sangguniang Panlalawigan, Board Members Ronald Lara, Nestor Uy, of District 1, and Ruben Linsag, Lito Macatabog, Tina Yu, Delfin Miones, and Eric Rabat of District 11 who delivered their inaugural speeches expressed profound gratitude for the chance given to serve and serve again, and committed their collaboration and all out support to the incumbency of Malanyaon and Almario.

Even Board Members Ramona Olea and Bobby Nazareno who ran under the opposing party in the last election, and Federation Association of Barangay Council President Arab Lamaran were one in saying that though they are remnants of the past administration, but this is the time to set aside politics and work towards a common goal, the betterment of the province.

On July 1, 2007, the early afternoon ravenous heat of the sun did not prevent thousands of Davao Oriental constituents to flock to the Provincial Capitol Ground and witness the 40th Araw ng Davao Oriental celebration and Inaugural Program.

People from the ten municipalities of the province and from the neophyte City of Mati were very eager to witness the dawning of a new era in the politics of Davao Oriental.

And as the elected officials came down from the stairs to the stage for the start of the program, the unraveling of a new beginning for the province started.

In her inaugural speech, Gov. Cora Malanyaon, awed with the overwhelming support of the people in the last election, stressed some very important points.

To the people, regardless of culture, party affiliations, and religion, to the powerless, to the oppressed and the financially deprived, I took this oath to serve you. I will not forget my oath and I will never forget you, people.

In the next three years, she will be trying her best to cater to the needs of the people, to realize their battle cry in the last election.

These include the delivery and strengthening of health services, the zero illiteracy goal, and enrichment of moral values, tourism development, creating a conducive climate for investors, and agriculture industry development.

Vice-Governor Mayo Almario recalled his days in Congress with joy, contentment, and satisfaction for all the things that he has done for the province, particularly for District 11.

Now, we will move forward, and I pray for Gods blessing and guidance. I am now asking the peoples support so I can continuously deliver the services with dedication, honesty, and integrity. I call on my colleagues at the Sanggunianng Panlalawigan to please stay with me as we advance towards addressing the all our concerns and bring back the glory of Davao Oriental (DXHM-Mati/PIA XI)
