NDF throws back PNP regional ex-chief’s accusations

On his way out as the regional Philippine National Police chief, Andres Caro again took a swipe against the New People’s Army as being the “biggest organized crime group” in the region because of its so-called “extortion activities,” a ridiculous accusation in a bid to both save his face from being an inutile law enforcer and to recycle baseless spin against the revolutionary movement.

Let it be clear that extortion refers to the money-making scheme which is rampant in PNP/AFP officialdom – from the euro-generals involved in Moscow and the ‘kotong’ cops. Revolutionary taxation by the NPA, on the other hand, is a function of the revolutionary organs of political power in the countryside.

Under his watch, Caro was not able to solve the senseless and almost daily killings in Davao City, Tagum City, Digos City, as well as the political killings of activists. To say that he and the police establishment had a hand in the summary killings of petty criminals and other individuals in the region is not far-fetched. His term was also marked with a series of defeats from the NPA’s tactical offensives.

Indeed, Caro’s promotion last week to head the Directorate Integrated for Police Operations in Eastern Mindanao, suggests that his bosses prefer to transfer him to an assignment that is more administrative in nature, incompetent as he is.

Caro is, likewise, ignorant of the fact that evading strong enemy columns and hitting vulnerable targets is part of the guerilla warfare. The recent ambush by Alejandro Lanaja command-NPA versus a so-called elite Armed Forces of the Philippines (AFP) unit, 3rd special force battalion in Monkayo; ambushes in Lingig and Boston versus 36th infantry battallion (IB)-AFP, Division Reconnaissance Company, & 67th IB-AFP, Scout Rangers company of the AFP and the PNP 1105th mobile force are indications of the increasing military capabilities of the NPA.

The masses widely abused by AFP and PNP combat troops silently rejoice when the NPA hit the enemy. The masses are the eyes and ears of the revolutionary movement that provide crucial information to NPA possible targets. It is the widespread and intensifying NPA tactical offensives that instill fear among armed personnel of the GRP, worst human rights and international humanitarian law violators, biggest plunderers, despotic landlords & big businessmen & persons like Caro.

Caro’s accusation about extortion is audacious, to say the least, in the light of the colossal cases of graft and corruption by the Arroyo regime–the fertilizer scam, the NBN-ZTE scandal, the NorthRail Project, Jose Pidal issue, Mt. Diwalwal project, euro generals, among others–a large scale and organized crime rampant in the highest echelons and thriving because of its biggest protectors– the PNP and AFP.
