DAVAO CITY – An election officer here has warned candidates that they may face disqualification case if proven that they pay permit to campaign fees to the New People’s Army.
In a press conference on Wednesday, Comelec 11 assistant regional director Marlon Casquejo said the PTC can be considered as a form of cash donations.
Atty Danilo Cullo, city election officer also said that the Comelec in Manila has already issued a warning to all political candidates not to pay the PTC.
However, Cullo admitted that the transaction between the candidates and the rebels will be hard to prove in the absence of a paper trail and witnesses.
Cullo said that just like vote buying, there should be a witness to prove the claim.
Cullo said the five main prohibitions in the Omnibus Election Code from January 10 to May 9, which is the day of the elections, include: the alteration and establishment of new precincts, transfer or movement of civil service personnel, use of bodyguards by candidates unless authorized by the poll body, gun ban and suspension of elected local officials.
