DAVAO CITY — The Land Transportation Office here agrees on the statement of president-elect Rodrigo Duterte that LTO is one of the most corrupt agencies in the country.

Attorney Gomer Dy, LTO XI regional director said that LTO is “suffering an image problem for the past generation because of corruption.”

“For the past years, the LTO has been trying its best to improve the services to streamline the processing of information. But, unlikely, the LTO is suffering an image problem, which has been carried on from generation to generation,” Dy said.

He admitted that there are employees involved in graft and corrupt practices.

Dy said that the agency cannot avoid the negative opinion from the people especially that the LTO has not released yet the plastic license cards and plates.

“We can’t blame the President and the people in issuing such statement on LTO because the perception is always there,” he said.

As the LTO adopts the online processing, he hoped that the problem of graft and corruption in the agency will be eradicated. However, he said “there are still problems especially when the machines go offline.”

Dy said the Duterte administration wanted the agency “to speed up the processing and hearing of administrative cases against LTO personnel”.

“The LTO already adopted the processing time that must not exceed in three days. We don’t count by days, but by hours and minutes of processing,” he said.

Meanwhile, there are 81,468 backlogs licenses as of Friday, June 3 in Davao Region this year.

In Region 11, Dy said that the LTO has two extension offices called License Renewal Centers (LRC), located at SM Davao and the other one is at NCCC Tagum City.

“The two extension offices are for renewal of license only,” he said.

Dy said they are trying their best to change the image of the LTO.

During his term as the regional director, Dy said that there were 10 job orders who were dismissed “because of receiving money from the people.”

The LTO is also planning to put up a satellite office at Malita, Davao Occidental, said Dy.(davaotoday.com)
