DAVAO CITY – An official of the Land Transportation Office region XI admitted that there was no public consultation regarding the implementation of two new policies in the renewal of drivers’ license including seeking clearance from the National Bureau of Investigation and the Philippine National Police.
In a press conference, Eleanor S. Calderon, operations division chief of LTO XI said the new policies came in a memorandum coming from Atty. Alfonso Tan, assistant secretary of the LTO.
“It was an added requirements for those who applied for license renewal or for a new license,” Calderon said.
The new requirements were implemented under the revised rules of Administrative Order AVT 2015-029 implemented by LTO last November 9.
In previous reports, LTO XI assistant regional director Macario Gonzaga said the order was issued last September and was published for a month by LTO.
He said the new requirements will ensure that the drivers have no criminal records.
Meanwhile, Calderon said the public can raise their complaints to the LTO.
“This is a democratic country. We can always make an appeal or raise our concerns or if we are not amenable to this requirement,” she said.
“We can address directly our letters or appeal to the assistant secretary of the LTO Atty Alfonso Tan,” Calderon added.
Calderon also denied the speculation among the public that these new requirements will be used to generate election funds for the administration.
“As to generation or the revenue collection that we get from all these violations, fines and penalties, everything goes to the national treasury,” said Calderon.
She said receipts were also issued for the payments.
Both applicants of professional and non-professional license are required to submit NBI and police clearance. Those applying for student permits are also required to submit medical clearance or medical certificate. (davaotoday.com)
