DAVAO CITY — As Davao del Norte province steps up its carbon-cutting commitment, the Provincial Ecological Solid Waste Management Board (PESWMB) approved the clustering of local government units in the proposed implementation of engineered sanitary landfills (ESLF) around the province.
Instead of an integrated approach, the PESWMB adopted the clustering of sanitary landfills in line with the implementation of Republic Act 9003.
Newly-appointed provincial solid waste management czar Geronimo Agustin, cited Chapter 2, Section 11 of R.A. 9003, which provides for the clustering of LGUs for the solution of common solid waste management problems. He said the method is more apt for the province because of its topography.
The three proposed ESLFs will be put in New Cortez, New Corella and somewhere in Talaingod for district one, and another landfill in Magwawa, Sto. Tomas for District 2.
A special arrangement will also be set for the Island Garden City of Samal, since it is impractical for the city to transport its solid waste into the mainland.
Governor Rodolfo Del Rosario clarified the resolution is still subject for further study, as there is a need to truly determine whether the proposal is the most practical solution to the garbage problem in the province.
Acting on a motion made by Department of the interior and Local Government (DILG) provincial director and PESWMB member Gregorio Verzosaby, the body also adopted another measure authorizing the provincial board to refer the measure to an independent body that will study the viability of the project.
The body employed the services of the Environmental Waste Solutions Philippines, Inc. (EWS) consulting firm to prepare the study.
The engineered sanitary landfill method is favored as a better solid waste management system because of its potential to provide jobs and reduce poverty in the locality. The cheap waste disposal option also means considerable savings that could be used for other crucial government projects and services. Used up sites can further be developed into a new housing estate, among other uses
Del Rosario said the preparation and management of a good solid waste management system is crucial to address the increasing volume of refuse generated by the booming economy, as well as by the ever growing population of the province, projected to hit 1.22 million by next year.
