DAVAO CITY — The office of the second congressional district of Davao City has earmarked over four million pesos for its scholarship program for college students.
The amount will cover tuition and other school-related spending of about 972 scholars taking undergraduate and graduate courses at the University of Southeastern Philippines (Usep) for the first semester of school-year 2009-2010. Second district congressman Vincent Garcia said this was a way of providing access to quality college education to underprivileged but deserving students.
The undergraduate scholars are enrolled in various courses in the fields of engineering, education, technology, arts and sciences. Meanwhile, most graduate courses are in the colleges of education, governance, business and economics.
To avail of the scholarship grant, students only need get a written endorsement from their respective barangay captain.
In 2001, the office of the lawmaker forged a Memorandum of Agreement (MOA) with the university to identify scholars from the second district. Last April 2009, at least 102 scholars were able to finish college education through the program in this university.
Aside from free college education, Garcia also supports a number of livelihood trainings in barangays within the district to help women, fisherfolk, farmers and other people’s organization have alternatove sources of income. His office also gives a counterpart for the Pangulong Gloria scholarship (PGS), a program under Technical Education and Skills Development Authority (Tesda).
The scholarship program of congressman Garcia can be traced back to the political stint of his father Hon. Manuel Garcia, who preceded the young Garcia as representative in the second district of the city. (Office of the Second District)
