TAGUM CITY, Davao del Norte — The provincial government of Compostela Valley at last has become a legal settler of a property once owned by its mother province, Davao del Norte.
Davao del Norte Governor Rodolfo P. del Rosario yesterday signed a deed of donation, giving the more than 90-hectare agricultural lot located in Pasian, Monkayo to the provincial government of Compostela Valley.
We would no longer be illegal settlers; this would legitimize our existence in the area, Governor Arturo Uy said of the parcel of land now being developed as Pagkain ng Bayan.
That would finally give us peace of mind in developing the area, he told the media in an interview.
The two governors also entered into a memorandum of agreement (MOA) for the provincial government of Compostela Valley to have its own Provincial Rehabilitation Center and transfer its inmates and personnel to its own facility within two years.
Davao del Norte Governor del Rosario cited this move as advantageous for the provincial government of Compostela Valley which would eventually find it easy to shuttle inmates to court during hearings.
Mas madali na lang sa kanila; kaysa sa yong dalhin doon sa Comval ang inmates kung may hearing tapos ibabalik dito, del Rosario said.
Inmates of Compostela Valley are presently housed at provincial jail of Davao del Norte located within the Provincial Government Center in Mankilam, Tagum City.
Del Rosario and Uy also entered into an MOA on the implementation of the Cost of the Devolved Function Fund (CODEF) in favor of the Compostela Valley Province.
Del Rosario said this would ease out the burden of transferring the fund from Davao del Norte to Compostela Valley while at the same time giving Compostela Valley its full right to have it.
Legalities of transferring property ownership and utilization of funds was made possible through the Committee on Laws, Resolutions, Ordinances and Justice of the Sangguniang Panlalawigan of Davao del Norte which has given Governor del Rosario the authority to enter agreements with Governor Uy.
Davao del Norte SP Committees on Good Government, Public Ethics and Accountabilities and that on Finance, Budget and Appropriations were also instrumental in pushing through the agreements.
Governor Uy was thankful that Davao del Norte has finally come up with these legalities, 10 years after it separated from its mother province.
The approval of the Republic Act No. 8470 on January 30, 1998 which was ratified through a plebiscite held on March 7, 1998 marked the birth of Compostela Valley Province. This new province was carved out from the province of Davao del Norte. (PIA/JMDAbangan)
